Issued 1918 by the American National Red Cross. Sold by the National Tuberculosis Association (NTA). Designed by Charles A. Winter. To avoid competition with other fund drives in progress during WWI, the regular sale of seals was halted. Everyone who joined the Red Cross Role Call was given at least one pane of ten seals.
