Issued 1949 by the Comite Nacional de Lucha contra la Tuberculosis. Surplus 1948 seals were overprinted in black, reading up - "Habilitado 1949-1950." There is a period after 1950. There were three (3) types printed. This is the Type 2.

TB Charity Seals are also known as Christmas Seals, and are usually classified as Charity Seals, or Cinderella Stamps.
